Salient Characteristics: Offerors proposing an equal product must submit documentation demonstrating full compliance with each characteristic above. Evidence shall include: optical specifications (diameter/length/angle); compatibility matrices for urology/gynecology/ENT/arthroscopy sets; IFUs for reprocessing; monitor and video transport specs (wired 12G SDI and wireless); integration descriptions for digital capture/EHR; and service authorization for installation, training, and maintenance. Partial compliance or undocumented assertions will be deemed technically unacceptable. Salient Characteristics (Brand Name or Equal) VA Maine HCS (Togus) 1) System scope and clinical coverage The offered platform must support endoscopy use across general surgery, urology, gynecology, ENT/airway, and arthroscopy, enabling continuity of clinical workflows and future expandability for these service lines. 2) Imaging performance and modalities Provide high resolution imaging suitable for minimally invasive and open procedures. Support 2D and 3D visualization, and NIR/ICG fluorescence imaging for tissue perfusion/structure assessment, consistent with clinical use at VA Maine. 3) Endoscope portfolio and compatibility Maintain compatibility with rigid, flexible, and disposable endoscopes used in covered specialties. Rigid optics must include a portfolio spanning diameters from approximately 2.7 10 mm and lengths from ~11 53 cm, with optical geometries at 0°, 30°, 70°, and 120° to support ENT, arthroscopy, gynecology, and urology use cases (or documented equivalents). Provide flexible video cystoscopes and flexible uretero renoscopes with HD quality imaging for urology procedures. 4) Urology sheaths, bridges, and accessories Supply cystoscope sheaths in 19 Fr and 22 Fr sets with compatible obturators and deflecting mechanisms. Provide continuous flow resectoscope sheaths in 26 Fr sets, including visual obturators, working elements (including bipolar), telescope bridges, sealing caps, LUER lock connectors, and standard accessories (e.g., Ellik type evacuator, optical biopsy forceps, 5 Fr flexible grasping forceps). All components shall be mutually compatible and validated for their intended procedures. 5) Arthroscopy and ENT optics and sheaths ENT/arthroscopy optics must include 4 mm rigid telescopes at 0°/30°/70° (and 120° where clinically indicated), with high flow and standard sheaths and obturators (blunt/semisharp) suitable for corresponding anatomy. 6) Gynecology optics and instruments Provide autoclavable rigid scopes in the ~2.9 5 mm range and sheaths at ~5 mm with 5 Fr channels, supporting routine diagnostic and operative hysteroscopy. Include semi rigid 5 Fr instruments (biopsy/tenaculum forceps, scissors, spoon forceps) and appropriately sized instrument trays. 7) Insufflation and gas management Provide insufflators appropriate for laparoscopic procedures, with universal power (100 240 VAC, 50/60 Hz) and accessories (e.g., dual yoke CO hose assemblies) req…
