What the notice says

Noncompetitive Contract Action The United States Department of Agriculture (USDA), National Agricultural Statistics Service (NASS) currently relies on the EntryPoint software for the keying of forms in the Forms Processing Group at the National Operations Center in St. Louis, MO and Regional Field Offices across the country. To ensure this functionality continues to be available, NASS requires Entrypoint software. See “Attachment 1 – Salient Characteristics” for an overview of the requirements. The acquisition of the Entrypoint Software must be restricted to Phoenix Software International, because they are the only source capable of providing the data output and respondent communications required by the Form Processing Group. Additionally, the proprietary nature of the software means that no other manufacturer can provide the Entrypoint Software or meet the specifications of the form keying required at the Forms Processing Group. To ensure the functionality of the software across all platforms at the regional field offices across the country, Entrypoint software is required. Potential sources who believe they can provide the services listed are invited to submit a quotation by the response date listed, in accordance with the instructions provided herein. All timely responses to this solicitation will be considered, however, the determination by the Government to compete this proposed contract based on responses to this notice is solely at the discretion of the Government.
