What the notice says

The Contracting Department, NAVSUP Fleet Logistic Center (FLC), Norfolk intends to award a Sole Source Firm Fixed Price contract under FAR Part 12 “Acquisition of Commercial Itemsâ€? and FAR Part 13 “Simplified Acquisition Proceduresâ€? for Splunk Enterprise 150GB a day support renewal as required by Naval Cyber Defense Operations Command. This is a Brand Name action for authorized resellers of Splunk Enterprise. The planned Request for Quote (RFQ) number is N00189-17-T-0094. The North American Industry Classification System (NAICS) code for this acquisition is 511210, Software Publishers, with a size standard of $38,500,000. This notice of intent is NOT a request for competitive quotations; however, all responsible sources may submit a quotation, which shall be considered by the agency. A complete RFQ package will be available on or about 27 January 2017 at the GSA Reverse Auction website. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Potential contractors are hereby notified that the solicitation and subsequent amendments to the solicitation will ONLY be available for download at the above site; this office will no longer issue hard copy solicitations. By submitting an offer, the vendor is self-certifying that neither the requestor nor the principal corporate officials and owners are currently suspended, debarred, or otherwise ineligible to receive contracts from any federal agency. Failure to do so may represent grounds for refusing to accept the offer. By submission of an offer, the contractor acknowledges the requirement that a prospective awardee must be registered in the SAM database prior to award, during performance, and through final payment of any contract resulting from this solicitation, except for awards to foreign vendors for work to be performed outside the United States. Lack of registration in the SAM database will make a contractor ineligible for award. Contractors may obtain information on registration and annual confirmation requirements by calling 1-888-227-2423, or via the Internet at http://www.sam.gov.
